The Pacific Grove City Council adopted Resolution 26-020 and Council Policy 200-7 on June 3, 2026. The policy applies to City-deployed AI systems and to use of City data in AI tools. It requires privacy and security safeguards, public transparency, bias management, human oversight, risk assessments and an inventory of approved systems. Prohibited uses include real-time covert biometric identification, emotion analysis, social scoring, cognitive manipulation and fully automated decisions that substantially affect individual rights or safety without meaningful human oversight. The policy also requires AI-generated content to be reviewed for accuracy before it is acted on or published.
